Shipments to/from Persian Gulf Countries

Dear Valued ONE Customers,

Due to the exceptional operational and security challenges in the Middle East region, including the effective closure of the Strait of Hormuz, Ocean Network Express (ONE) has implemented contingency measures across the affected routes, including alternative routings and operational adjustments, to prioritize safety and maintain continuity of service.

To account for these measures, an Emergency Surcharge (EMS) has been implemented and will remain in effect until further notice. The EMS will apply to all imports and exports to and from the affected Persian Gulf countries and locations.

Exports Destined To: Bahrain, Iraq, Kingdom of Saudi Arabia (Dammam, Jubail), Kuwait, Oman, Qatar, and the United Arab Emirates

Imports Originating From: Bahrain, Iraq, Kingdom of Saudi Arabia (Dammam, Jubail), Kuwait, Oman, Qatar, and the United Arab Emirates

FMC regulated trades effective date:  5 April, 2026 until further notice *(based on cargo receipt date)

Except FMC regulated trades, EMS apply to 

  • all shipments destined to affected Persian Gulf countries and locations listed above that, have not been discharged at these locations before 4 March 2026. 
  • all shipments originating from affected Persian Gulf countries and locations listed above, that have been loaded and remain onboard vessels within the Persian Gulf as of 4 March 2026.
  • all shipments that were originally destined for the affected Persian Gulf locations (as on 4 March 2026) but are subsequently changed to other locations for any reasons. In such cases, EMS will be in addition to applicable administrative fees, freight top-ups, and any other surcharges associated with the request. 
  • all shipments routed through Canada (whether for receipt, loading, discharge, or delivery.

However, EMS will not apply to cancelled bookings that were not loaded from the first port of departure.
