Important Information Regarding
EU Import Control System 2 (ICS2)
For Exports out of North America
Dear Valued Customers,
As an update to our earlier advisory, about the upcoming implementation of the European Union's Import Control System 2 (ICS2), ONE is now collecting data points for ICS2 submissions. ICS2 requires advanced cargo information to be submitted electronically for all cargo to the EU or transiting through the EU (including Norway, Northern Ireland, and Switzerland) prior to vessel loading.
Effective October 1st, 2024, all customers shipping cargo to the EU or transiting through the EU should plan to provide ICS2 data.
There are several filing options available, as outlined below.
ENS Filing by ONE: In certain instances, ONE may handle the Entry Summary Declaration (ENS) filing on your behalf (options F10 and F11). Please consult with your local ONE office to confirm if this service is available in your supporting region.
If ONE files your ENS, after we receive the necessary information and submit the ENS, customs authorities will perform a risk assessment within 24 hours. Your cargo can only be loaded once customs approves the ENS and issues an MRN confirmation number.
Customers who do not intend to share buyer/seller or HBL data with ONE should register as a House-Filer with their applicable EORI number, obtain a deployment window and connect to the EU customs trader portal. House-Filing Option: Customers who prefer to file their own declarations can apply for an EORI number, and register with EU customs as a House-Filer with a supplementary declaration (options F12 and F13).
Once we receive all the necessary information and submit the ENS, the relevant customs authorities will conduct a risk assessment within 24 hours. Your cargo can only be loaded after customs approves the ENS and provides an MRN confirmation number.

F11 – Master BL, HBL, and Buyer & Seller data – Complete ENS filings by ONE
F12 – Master BL (multi filing: Master BL – ENS filing by ONE; HBL and Buyer/Seller – ENS submission by the customers independent arrangement)
F13 – Straight BL (multi filing: Straight BL – ENS filing by ONE; Buyer/Seller details – ENS submission by the customer's independent arrangement house filer)

System Updates:
We are updating our eCommerce platform, EDI, and IT systems for easier data submissions, enabling customers to provide the necessary information in their booking requests and shipping instructions. Expect additional data fields to be added in the coming weeks.
Third-Party Platforms: Major platforms like Inttra, GTNexus, and Cargowise are also updating their systems to comply with ICS2.
